About us
Founded in September 2024 by Raphael Rodes and Matys Kocaj-Grienenberger, ICEES is a non-profit organisation
committed to fostering cultural exchange, research, and education. Based in France, the institute embraces the mission:
Promoting Cultures, Sharing Perspectives, Connecting People.

The European Union has prioritised economic and political integration, often overlooking a key pillar of unity—culture. This has deepened internal divisions and weakened cohesion.
Our mission
ICEES fosters cultural awareness, education, and youth engagement across Central & Eastern Europe.
Our mission is to:
Promote cultural understanding – Through courses, seminars, and conferences, we highlight the region’s history, cultures, and languages.
Empower young voices – We provide a platform for youth to express opinions and perspectives on regional and European issues.
Strengthen European identity – We connect young generations, fostering a pluralistic and inclusive European future.
Encourage participation – ICEES promotes democracy, free speech, and representation for young people in shaping Europe’s future.
What motivated ICEES creation?
The Challenge:
Cultural perspectives from Central & Eastern Europe are often overlooked or dismissed.
Growing cultural disconnects have led to fragmentation and misunderstanding.
Our Response:
ICEES was founded to bridge cultural divides and promote mutual understanding.
We empower diverse voices and foster a more cohesive, inclusive Europe.
